Just browsing Micro Center's website and noticed they have listed refurbished FE cards for Ampere. At my local Micro Center they show the following:

3090Ti - $799.99
3080Ti - $599.99
3080 - $499.99
3070Ti - $349.99

I went to a few other locations on the Micro Center website and the few others I looked at at least have the 3090Ti and 3080Ti available. I didn't look for all FE models. You'll have to check your local Micro Center location to see if these are available near you.

I don't know if the 3080Ti is a good deal at $599.99 nor the 3080 at $499.99. I'd much rather get a RX 7800XT for around $500 for a few reasons:
1) newer generation and NIB
2) similar or better performance to the 3080Ti and 3080 for rasterization (I don't care about RT)
3) lower power draw for gaming, beating the 3080 by roughly 80W and the 3080Ti by roughly 100W

However, they are available and they are FE cards, which some people do find appealing. This might be something to consider if you're in the market for a new card or you just simply need a FE model.

Personally, the 3090Ti is pretty tempting were I in the market for a high-end GPU. Cheaper than the 4080S by $200 and only about 15% behind it in performance.

About 100 usd too expensive and only a 90 day warranty which isn't terrible but the 4070 super is a better buy than anything here unless you need the vram of the 3090ti for a specific use case. I'd probably pony up the the 4080 super otherwise given the 3 year vs 3 month warranty.

Both the 3080ti and 3090ti need to be undervolted to not use an obscene amount of power and the fe coolers under the 90 class were not very good last generation due to the high wattage of most the stack.

Recently saw a refurb 3080 FE for ~$330 open box at MC, was tempted. Still tempted, it went fast.

I still look at these deals often. I already have a 3080 and 3080Ti but want a 3090Ti for my collection. My question is - do they come in retail packaging. As a collector, I like to have the original box for all my cards.

Ebay 3080 FE go for around $400 and that to me is a good deal.

Since they are refurbished I'd venture to say they do not. However, you do find those folks that sell just the boxes on ebay.

I believe its just a brown box with an antistatic bag inside. There was a 3090 for $629.99.
Frankly I decided to just get a new 4070ti super for $850 instead, expensive but it seemed like this generations long lasting card with the 16GB and 3090ti level performance with just a 200W draw.
