Mining RX 470 HDMI Port Activation

So... Everyone knows that to activate HDMI port on those cards you need to solder those lines and it will go, but mine doesn't start. (GPU is working, tested is several PCs, before and after soldering. HDMI Doesn't work.) Is it just crappy soldering or am I missing something? For example, my GPU also misses capacitors on pcie lines, so only have one line working.
