Motherboard won't boot up with flickering rgb lights

My asrock b560 pro4 doesn't want to boot up. When i connect the psu the rgb keeps flickering randomly. Normally the rgb lights should be on all the time. I tried different ram and different ram slots and i tried removing the gpu and the cpu and i tried resetting the bios but nothing worked the psu seemed fine because it worked normally on a different motherboard.

Please post all specs of PC. To me it sounds like a short either in the CPU socket or improper CPU cooler installation. Try reseating the CPU cooler and test power on with the motherboard out of the case.

Motherboard: asrock b560 pro4
Cpu: intel i7-11700k
Gpu: msi gtx 1660 Ti gaming x
Cpu cooler: arctic freezer i35 A-rgb
Psu: evga 500W 80 plus
Ram: corsair vengeance rgb pro 2x8gb ddr4 3200Mhz
Ssd: samsung ssd 980 NVMe M.2

I removed the motherboard out of the case and reseated the cpu cooler but it didn't work

I removed all the components except the cpu but it didn't work
Entertain me. Try powering on without a CPU and ram installed. Im thinking motherboard could be the issue involving something to do with the CPU socket or vrm

Sounds like either a bad PSU or bad motherboard (or both if you are really unlucky).

If you have access to another PSU I would start by testing with that.

If that does not work either, test with CPU and one stick of RAM installed. Do the motherboard start the POST process at all? There are status led on the motherboard to show this progress. If no leds light up at all, it is probably the motherboard

Seems logical. At this point it's either the PSU or the motherboard. This is a hands-on job.
I've seen a few Asus boards do this and it usually ends up being the motherboard or CPU cooler tension. A few times a reseating of the cooler worked. Rma motherboard if can @taimwade

Id get the cpu tested in a shop to ensure the cpu isn't bad and killing parts, kill the shops parts, not your own

Try to flash the BIOS if it has the BIOS update button. Even if it is the same one it will usually reset the board to be usable.

Sane info if the motherboard isnt posting. Its not a posting issue, it's a short/underpower issue.
