MSI Armor OC RX580 4GB Clockspeed/Vbios issue

I bought a used RX580 off of ebay and while it seemed to be perfectly functional, I noticed the core clockspeed was unusually low.

I tried manually increasing the core clock in afterburner but it immediately resets to 1115 when I try to apply it.

I am pretty sure this card is ex mining since it came with all of the port covers, probably never connected to a monitor in it's entire life. As such I assumed this has some form of modified bios on it and tried to reflash the proper bios onto it.

The only file I see, verified at least, is this, so I tried it.
I saved the bios it came with then programmed this one.

It rebooted to no display. I installed a hd5450 display adapter as primary and can see it has code 43 in device manager. I tried to flash that bios again and got. The same result.

Not sure what to do.

This is the BIOS I have backed up that was on this RX580 when I received it. Not sure if this will be helpful or not.

I contacted the seller to ask if they had modified the BIOS on this GPU to use it for mining. They said they didn't understand what I meant and said that they used it for graphic design. Possibly they bought it from a miner and because they were less knowledgeable they didn't realize there was a problem, not sure.

Card now reports the correct clock speeds. Now the clockspeed hovers 1100 and 1250mhz depending on application and I see the card this time is just hitting the power limit. I've ran a few benchmarks and its perfectly stable and I believe its performance is in line with where it should be.

I may rerun this with a MSI Gaming X 580 4gb that I also have which has not been meddled with, just to confirm the scores are comparable.

Just tested it against the 580 gaming x I have and the performance was very similar, so I'll call it fixed. Card is actually in really good condition, basically dust free and the paste wasn't hard at all despite being original, warranty sticker no tampered with until now.

Problem solved.
