I have a Dell 990 Optiplex with an Intel Core i5 2nd Gen. I5-2400 3.10GHz 4 (Quad) - Core Processor and an updated Ram of 16gb with the 512gb SSD and I bought a MSI gtx 1650 but my pc has a psu max output of 265w I was wondering if I had to change the PSU or would it be okay .(I can't buy the most expensive stuff since I live in a third world country any info would be much appreciated).

You should be fine using that PSU. The GTX 1650 is a 75 watt part.

I've used 75W slot-powered GPUs in a number of Dell Optiplexes with 265-290W PSUs including the 990 and they have all worked fine.
