Multiplier limited, trying to achieve max performance

Good evening, I have been using Throttlestop (9.6) with basic for several years, and I am very happy with the application overall. I recently noticed a strange issue where when playing certain games (Dune awakening) my CPU was throttling to about 3500mhz. Opposed to playing World of Warcraft, where I would usually throttle to about 4400mhz. According to the logs and settings, I was only experiencing an "EDP Other" limit in the limits window.

In the course of researching possible solutions, I noticed Throttlestop 9.7 had been released, so I deleted my ini file and installed the new version.

Since then, my CPU now stays at 3900ish mhz, regardless of use, and no settings seem to be releasing it.

I have attached screen captures of my settings, as well as the log file. I would appreciate any help or advice as to A) return my CPU to its normal 5300ish mhz operating speed, B) resolve the throttling issue, C) Optimize my settings for maximum performance within temperature limits.

why not do it the right way > BIOS with cpu power saving options disabled(except thermal protection),
eliminates alot of problems like suttering...?
 
Use ThrottleStop 9.7.3

You can copy the new ThrottleStop.exe into your ThrottleStop folder to replace the previous version.

Start by checking the Ring Down Bin box in the FIVR window. This limits the CPU Ring speed so it does not try to run as fast as the core. It is a feature that should almost always be checked and enabled.

This version has a new Per Core feature. Some computers are setting Per Core values to limit the maximum CPU speed. Your computer or some specific games you are playing might be doing that. Open the FIVR window, press the Per Core button and post a screenshot of the Per Core window.

My 14900HX allows the two best cores to use the 58 multiplier when 1 or 2 cores are active. The rest of the cores are limited to the 56 multiplier. It is possible that some software on your computer is setting these Per Core values to 39 to limit the max CPU speed. Hopefully there is a clue in that window.

I recommend setting V/F Point 1 to 150 when undervolting your HX processor. Typically this improves stability when undervolting and will allow you to reliably use a larger undervolt for the Core and the P Cache. I don't bother undervolting the E Cache until these two main voltages are sorted out.

EDP Other
Try setting Power Limit 4 to the max, 1023. Also set IccMax for the Core, P Cache, Intel GPU and iGPU Unslice all to the max, 511.75. That can help solve some types of EDP throttling.

If specific games are limiting the maximum CPU speed then trying to fix this problem by changing something in the BIOS is going to be ignored.

I changed the settings you recommended and seemed to have lifted all the limiting I was experiencing!
 
Pretty bizarre if some specific games are using this method to deliberately slow down Intel CPUs and only Intel CPUs. I cannot think of any other explanation. I have known about this issue for a while. It was the reason I added the Per Core feature to ThrottleStop.

If you ever troubleshoot this further and can prove what games are guilty of doing this, that information would be very interesting.

For anyone else with this same issue with their Intel CPU slowing down in some games, clear the Use Limits box in the ThrottleStop Per Core window. Have a look at the Now column in the Per Core window before, during and after playing a game. If your CPU is getting stuck at a slow speed during a game or afterwards, post a Per Core screenshot.

To solve this problem, check the Use Limits box, press the Defaults button and then press Apply or OK. Problem solved.
