my 5ghz cpu works 4.7 at max why?

hi! i have monster tulpar t7 v20.3 laptop.
its atcually a tongfang gm7mg0r.
it has i7-10750H (5ghz single core boost)
but i cant even see 4.8ghz when i am doing tests of single core benchmarks.

i dont have any thermal throttleing.
i use hwinfo and xtu while doing this tests.
it says its power throttleing though...
i also have this settings (picture) from my computers control center.

my question is its at default wattage and powered with ac and doesnt have thermal throttleing so it should work at 5ghz or 4.9ghz as intel said right? why its working at 4.6 on single core bench? is there anything that will achieve me to 4.9ghz? is there anyone uses the same cpu? what are your clocks?
i actually dont care about single core 0.2ghz performans difference but i just wonder why. its like intel is lying u know...

It amazes me how people don't understand how incredibly rare it is for a computer to have just a single loaded core these days. Windows is always doing other crap in the background.

install ThrottleStop and try to read the log from it.

Bump your PL2 up, 75W is most likely holding it back.
Try 90W or slightly higher.

the high frequency is only reached if you have custom OC settings, or there is little work load on the CPU, causing it to use few cores.

when the cpu is under load, it will drop frequency as it uses more cores

if you want it to run at 5GHz always on all cores under load, you'll need to set that in bios & you'll need the cooling to handle it, or it will drop performance or shut down
