How old is the system, and does your screen go blank for any reason and remain blank?

Fans going super high speed usually means that your CPU is getting hot. Double check the CPU cooler installation, see if you didn't forget to remove the plastic film - happens to the best of us. Also double check if fan orientation is correct - top and back fans should exhaust, bottom and front fans should be intake

If after doing this and temperatures are confirmed to be within acceptable range (as is, below 95C load) - go into BIOS and increase fan hysteresis or make a smoother curve manually

Fan orientation looks right. Try downloading HWiNFO64 and observe the CPU Diode temps when the fans spin up a lot. If this is above 90C, there's your problem. 800 rpm in most cases should be the "low speed" when temps are under control. You can lower this as low as 0 to 200 rpm on some motherboards

Make sure it's clean, refresh your thermal paste on cpu, reseat parts into motherboard, clear cmos and make sure your motherboard bios is latest, also any fan software in the os make sure it is set to factory defaults
