Need CPU Cooler recommendations for a SFF machine (worried about height and direction of fan)

Machine: Dell Precision 3420 SFF with LGA1151 socket
CPU has max TDP of 73W a xeon, so perhaps it doesn't require very much to begin with?
If I don't have to get anything with excessive specs, great!
Considering: NH-L9x65 (Good, bad or excessive)?

I have mainly been looking at Noctua fans but I am open to other suggestions if they are quiet and fits.
I don't know where the height is considered to start off a motherboard but from the tip of the bracket to the top of the oem heatsink/cooler it is about 70mm.

My concern is most of the fans I seen that are short height has the fan on top of cooler. In regards to direction of fan and the machine itself it sits on the side and points towards the back of the machine where the air can flow out which makes more sense for me (nowhere to go above on this machine). There's only 2 fans in this machine altogether (1 in front and the one for cpu cooler) so I don't know if the direction matters in this case particular or ever in general with TDP and everything else considered. Edit, shoulda looked at system specs, according to noctua website this one's fine with this cooler! Good idea

Does it use the standard Intel mount holes on the motherboard, or did Dell go custom with that?

I believe there are options from thermalright, thermaltake, coolermaster, scythe, deepcool, swifttech.

Just use the words "low profile" in your search and should find some decent coolers.

Main question that remains is for this machine does it matter much if the fan is on top of cooler or side where it points out to the ventilation holes? Or will a non overclockable cpu at 73W TDP in a SFF body not give a hoot? (There's no ventilation holes on the top)
