Need help fixing/troubleshooting a RX 480 8GB that returns a graphics device driver error 43

So just for some context, I am fixing someone's PC that they got from buying a second-hand mining rig. The guy flashed the GPU and installed drivers and reported that it all worked.(His son could play fortnite and CS GO and other games fine so I assume it did)

Then after some time windows update installed a newer graphics driver version(I can't verify, this is just what he reported) and that where everything stopped working effectively as the GPU was no longer recognized and instead started producing the graphics device error 43.

Now in terms of what I've tried to do is reinstall windows a few times and then install various AMD drivers. All of them end up with the dxdiag report giving me an error 43. So next I tried to flash the BIOSby using the guide on this forum. However, when I got to the point where I access DOS and use the "atiflash -i" command I received a No adapter found response. I tested this by adding the "atiflash -i 0" and "1" up to 8 just to be sure but keep getting the no adapter found response.
Most feedback online says that when this is the case the card is bricked, however, I am having trouble believing that the card is bricked as I can still boot fine to windows and it displays and detects the RX 480 on GPU Z, the Card just won't communicate with the drivers effectively. So I'm not sure how to continue with this endevour as I have tried almost everything including installing another GPU in the same slot to make sure the slot works, which it does.
Any advice for me on how to continue?

Bcoz ur card was used to mining its bios has modified. It disable ur card's abilities execpt its processing unit. This Patch will re-enable those disabled features back

Shouldn't require pixel patcher, get pics of card's white stickers from card back or side of heatsink and gpu-z screenshot
