Hello, i need a bit of help with a new build, i have 2000 euros available, so please give me your thoughts about the best solution you think about.
No software and case needed, just hardware and PSU.
Will use it mostly for MMORPG games, 2560x1440 resolution at 60 Hz, not interested in RT and upscaling is ok.
The parts need to be new with a normal SSD.
The case i use is the NZXT Tempest.
Thanks!

Too little info.
0. Will you do non-gaming heavy workloads? If yes then which exactly?
1. What games are you interested in the most?
2. What is your target resolution and refresh rate?
3. Do you care about RT?
4. Are you allergic to upscaling?
5. Have you got anything in mind regarding noise and visuals of your future PC?
6. Do you consider buying used parts?
7. How much storage do you need? Do you need it super fast or a regular SSD will suffice?
8. What is your PC case?

Notes:
As dgianstefani said, the 9800X3D is overpriced on this, so that should come down about almost 300Euros. the 4080S seems like the best performance/price when I set this on Germany, but we don't currently know what's going to happen when 5090 and 5080 launch in ~January. It may mean that used 4080/4080S/4090s go on the market for cheaper. Nvidia is trying to wind down inventory of them so they won't be on the shelves competing with 5080/5090, so I'm not sure the price of new ones will get better, but you may see people try and off-load them for less money if there's still a couple around.

@horik
without location its hard to be able to compare prices.

@Bobaganoosh
a 4070S is fine for 2K, especially with 60Hz, probably synced, and at almost half the price much more in-line with funds, same for plat psu, a solid gold is fine.
