Nvidia Geforce RTX 3090 trinity oc Fans not slowing down on idle.

Hello everyone, hope you all are having a good day, as for me I'm currently trying to figure out why my gpu fans don't stop spinning after the load is ended. Bought the card used but it has a warranty( Sorry for any grammar mistakes english is not my native language).

(PC SPECS)
- R7 5800x3D
- Asus b550-F gaming
- Noctua NH-D15
- Kingston Fury Beast RGB 32gb
- Nvidia GEFORCE 3090 Zotac trinity oc
- Rm850x
- Kingston M.2 2tb
- Lian Li Lancool III

Basically when turning the computer on, the fans are in 0 rpm mode, and stays in it until it gets some load. But when it does(Launching a game or Furmark) they the first two fans start ramping up like there is no tommorow, while the third one only spins at a certain temperature.

- The main problem is after the load is done (returning to desktop) the fans are still ramped up even when the temperature is 40-45c, I've checked from MSI afterburner and HWmonitor, those programs show that the fans are in 0rpm mode, but that isn't really true.

-Since so far I've tried Clean drivers install, Fresh windows, cleaning up the dust, checking all of the connections on the gpu, tweaking fan curves, deleting all programs that could affect the fans for spinning. But sadly nothing helped I'm at a loss

- I'm not a big tech guy, just like watching videos and reading posts. But if I've read enough it's probably the fan controller on the gpu, not sure because lack of knowledge.

-Any suggestions would be appreciated or my own assumption if is true. Thanks in advance.
