Pre-Applied pastes tend to be good recently, but I always quickly clean it with isopropyl alcohol and reapply with MX-4 or Kryonaut.
Its a quick practice and guarantees good paste.

It's always good to have a bit of aftermarket thermal paste laying around if you build your own PC. Sometimes you just screw up or you might need to reseat the cooler (false orientation, pump noise ...).

Most of the pre-applied paste is MX2 or a knockoff brand of it with the same transfer properties. Inspect it, if it is free of debris in the paste, use it. That's my 2 cents.

Thermalpads used on hsf are a mixedbag, at least when you have a spare tube you know what you are putting on.
