Overclocking i7-4790k help

I'm trying to overclock my i7-4790k using throttlestop, but the "set multiplier" doesn't go higher than 44 T, and neither does the Turbo Ratio Limits. The hyper-threaded cores are greyed out. I've tried disabling Turbo and SpeedStep, but it doesn't work. My windows power setting is on High Performance. How do I get higher overclock?

Also, what does the non-turbo ratio do?

What motherboard are you using? My 4790K does 4.7 easily in an ASRock Z87 Extreme6 and all OC adjustments are made in BIOS.
 
You'll need a Z87 or Z97 mobo to get maximum performance out of your 4790K. Your Dell has a workstation board not designed for overclocking. I just looked up the specs on it.
 
You're locked to whatever the turbo limits to. If you want 4.6 to 4.7 you'll need an unlocked board.
