I recieved the pc in this condition. i reset the water cooler and checked that all the ram is good. would updating the bios help? it hasnt been updated for 3 yrs. windows 10 fully updated. gpu driver up to date. let me know if there is any thing else you might need to know. thanks for the help in advance

You should double check pump speed and power. Re-thermal and reseat again.

aio seems to be working, the "out" tube is hot and the "in" tube is cool to the touch. although i have seen a lot of bad reviews for this pump. it is an I-buy generic aio. it does seem to be working though.

So °F then, during the non AC times all electronics run hot.

Did you install this AIO cooler recently, and did you make sure to remove plastic covers etc from the AIO? Maybe a stupid question but I've seen things.. that people do and don't. ;)
Did your Intel CPU come with a stock cooler or do you maybe have some other air cooler laying around? I would try that to make sure that the CPU is functioning as it should and so that you can rule out hardware issues before you look into a new cooler. Also if you are running any overclocks, or have features such as Multi-core Enhancement (All Core turbo boost) enabled in BIOS, I would recommend turning such features off.. They tend to use a lot of power and with a lot of power comes unnecessary heat.

i used hwinfo to check temps. and the core gets to 100 c and shuts down after a short time playing COD, or using any application. simply using a web browser or even in the bios pre windows bootup will still overheat and shut off. yes i used F* for room temps, the temps in cpu are C*

You could have a blockage in the radiator, or enough air in the loop that the water isn't circulating well. The water temperature should not be drastically different on one tube than the other. The pump should be circulating it enough that the water picks up heat, but it won't have dropped in temperature that much by the time it gets back to the CPU. So even if it's reporting that the pump is spinning, I'm suspicious that it isn't working right. Does it make odd noise at all (like sloshing, bubbling or grinding)? The simplest thing you can do is buy a cheap cooler to test, but if you're going to do that, you may as well just buy a good one and use it as a time to upgrade. Then make sure it has adequate thermal paste and is seated and torqued properly.

this pc came with that set up. i do have an extra nzxt aio i tried switching over but i could not get it to run. i set it up using the nzxt video as it has a sata power cable and led wires that my existing aio does not . both aio's came with the pc's i recieved from a client of mine and both pc's are broken basically. i am sure the plastic is not on it as i checked when i removed it then re applied thermal paste and re secured it. pc would not run at all with the nzxt installed.

i did a full reinstall of windows and did not set up any overclocking. i have never done any of that and dont feel like i need it for playing warzone.

yeah i had a similar suspicion as that is a common issue with this pump from ibuypower . youtube videos of them being opened up with tons of gunk in them. i think i will do as suggested and just upgrade the pump and hope that solves things. if not then i can atleast rule out the pump as the problem.

dont want to be rude but you are just wasting our time mate. You found the problem and you cause unnecessary drama. Go to nearest pc store tommorow...buy new cooling system and come back and tell us how it did go. All the best.

sounds like it might be impeller failure if thats the case and it isnt cooling properly and the hoses arent warning properly. I would just replace it. No need to keep torturing the parts.
