PC freezes/ need to unplug HDMI cable! Mobo issue? what to do?

My specs are on the profile. and pasted below i had my mobo X670E Crosshair Extreme and it went caput. the shop gave me back my money as credit and i got the X670E GIGABYTE AORUS PRO X.
once i did that i have a NEW ISSUE!

once in a while after booting up and getting to windows the system freezes. The screen turns either black or a mix of rainbow colors. The system is not frozen but the correct word is unresponsive. i can move the mouse if i manage to log in (you can enter numbers but will be typed with a lot of lag). The system is unusable until i do the next action. I need to unplug/ replug the HDMI cable! sometimes (most times) it works normaly afterwards. Other times i need to reset and hope it won't happen again.

My graphic card is RTX 4090 NVidia and it is run 120Hz 4k! I have tried with the 4080 RTX and it also happens with a different card.

-Memory issue?
-Motherboard issue?
should i do an RMA? if it happens again i will take a picture of the screen.
