Perfcap VREL when TDP isn't even 30% - Nvidia RTX 4070 Super & Ryzen 5 7600X

Hey, so for some reason, I have around >70% GPU load with only 20-30% TDP while getting VREL - PerfCap.
Usually, my GPU handles tasks easily, but sometimes it just doesn't, and it heavily underperforms and lags and stutters.

I think this isn't normal, but I might be wrong:

I'm unsure why performance is being capped when my GPU only uses 30% TDP.

Further info:
- CPU is only under 15% load
- I'm on Windows 11.
- Power plan is set to ultimate performance in Windows
- I have rebooted my PC ~30 minutes ago, usually this is a common problem after reboot

+ forgot to mention that at 100% GPU load, TDP is still at 30%.
