PL1 Limit although PL1 & PL2 set at 4095?

I have done a bit research and come to this configuration, although i already set PL1 & PL2 to the max 4095, i still got PL1 limit(and sometime EDP other limit) when heavyload.
My laptop is an HP 15s fq2602tu laptop.
Can someone help me solve this limit?

Most HP laptops with G7 processors use an embedded controller EC to enforce a low power limit. The MSR and MMIO power limits are ignored when the EC power limit is set lower. ThrottleStop cannot solve this problem.

so there is no way i can control the wattage of this laptop?
