He is using 3.31 or newer, he needs to use 2.93
Also he is trying to install a 1002 67DF bios when he needs a 1002 6FDF 1002 0B31 Bios
Using 67DF on 6FDF will brick it

1002 6FDF 1002 0B31 is the device id subsystem id you need, give a gpu-z screenshot, then go to advanced tab and change word general to memory timings and get screenshot from there please

after spending 5 hours last night flashing different bioses the same problem persisted so I thought it was bad graphic card so I removed it and I'm going to buy new one

Yes do yourself a favor and buy a brand new in box video card, not crap from ali express.
So a RX 6500XT or better
