I am in despair. I have done more than 50 flash tests of the graphics card with related BIOS from its database TechPowerUp and I always have GPU Clock 0. If anyone can help me because I think I will give up, I have run out of luck. I do the flash with AMDVBFlash / ATI ATIFlash 2.93 through DOS and I use TechPowerUp GPU-Z for the check. The card is ELSA AMD RX 580 memory support Hynix H5GC8H24AJR gpu Elsemere

160430HJB is written on the PCB. Its not an ELSA card but a clone/relabeled XFX card.
You can try to flash following bioses (RX580 2048SP == RX 570):

Those bioses should work on your PCB since it shares the same part number (160430HJB) and has correct memory support (Hynix H5GC8H24AJR).

This is the right answer you have to wipe the drivers after every flash!
