I just bought an Asus RX 570 Expedition OC graphics card and realized the clock is lower than the default so i know that it was modified by the previous owner. So i flashed it to the stock BIOS and after the flash my screen keeps going to black screens and visual displeasants.

As everyone knows, you save a copy of your Bios before flashing.
So flash the original back on if it worked before.

Do you remember which memory the card have? Samsung or Hynix? If you don't, take off the cooler and look at the memory chips.
