PSU advice please. Silent and cheap.

Need a new PSU for my media PC, however it has to be low cost.

I am looking for

1. less than $100 au (if possible, hell the rig only needs a 200W PSU technically)
2. Silent (seriously, this is meant to be an inaudible PC.
3. 120mm fan. the PSU is very close to the CPU, so if i get a 120mm it will cool that area nicely.
4. 80%+ efficiency. The other goal of the PC is low power usage, the current one is 61% according to my awesome and win power meter.

Currently i am considering the OCZ stealthXstreme 600W (yeah, another one) because its easy to mod the fan to 7V and have it actually be silent, but they cost around $120 au. Its a little overkill for this media PC.
