Radeon X1950, Windows XP problem

Hi, i've recently built a new PC. The specs below.
When I attempt to install the drivers for my ATI Radeon x1950 Pro 512MB PCI-E Sapphire X1950PRO GDDR, Windows XP causes my PC to restart and then refuses to load fully into Windows. I've tried installing the drivers from the CD that came with it and the latest drivers from the Ati site. The same problem happens no matter what. As it refuses to boot into Windows fully, the PC just restarts itself and continues that cycle. I'm at a loss as to what to do now. All I can do when the above happens is format the hard drive and re-install Windows XP fresh.

Its Windows XP Home Edition SP2 OEM

I really want to get this sorted, its pretty damn annoying being unable to play the games i've installed etc.

The PC I have is:
-Intel Dual Core 5.6GHZ
-ASRock 4CoreDual-VSTA motherboard
-2GB DDR 1 PC3200 400mhz RAM
-320GB Maxtor Hard drive
-450W PSU
-ATI Radeon x1950 Pro 512MB PCI-E Sapphire X1950PRO GDDR
-Sony DVD/DVD RW drive

Please help me! I'm totally fed up of this now.

G,day, Before windows starts to load Hit f8 to bring up teh windows boot options..boot to safe mode..this will start windows with only teh generic drivers for your hardware, from safemode you should be able to remove the ATI software, i also reccomend that you install and run Drivercleaner (google it) to ensure thourough removal...(run in safemode)..as for your driver issue try to use an earlier version of the catalyst drivers, Maybe 7.1 or AMD did release a bugfix version of teh 7.3 release, As for Fomatting and re-installing windows THIS IS A LAST RESORT PEOPLE lets keep it TECHpowerup not REFORMAT YOUR DRIVEpowerup :)
Cheers...Craig

okay try an older version of teh driver...just checking that your comp had not defaulted back to teh driver after teh CCC had been removed..also you will need an up to date .net runtime for teh CCC to work (download from microsoft) the lack of teh .net runtime may even be teh issue.
