RTX 2060 Mobile consumes less power after use Nvidia Profile Inspector

I used Nvidia Profile Inspector to change some setting to fix stuttering in Fallout 76. After that I noticed the GPU only consumes like half of its Power Limit (35-40W instead of 80W), and the temperature of both CPU GPU reduced significant, i can say with NO performance loss( just i think so cuz i locked every game at 60 FPS)
I tested those setting on Warhammer Vermintide 2, The Division 2 and they gave same result as Fallout 76. I wonder is this a bug ?
