Hopefully someone more knowledgeable on PWR_SRC but from my understanding it's the gpu power plane and somthing to do with input power. Considering the tdp is reading 0.0% my guess is it's not reporting properly. What's the power supply being used and do you have a spare to rule out the same behavior.

Power Supply: Gamemax GP650 650W, 80 Plus Bronze, PFC Ativo

is not the source.
Before I was using a 1660 super, and it consumed 10w
I saw some videos on YouTube, and the 3060 consumes 20w

Only 40 series card I have that I can compare is a 4090 which you can see the same PWR_SRC is much lower and you'd think given it is a much larger gpu it would be higher. My chrome was even up during this.

Have you tried contacting MSI support?

In nvidea profile inspector set "power management mode" to Adaptive. After set max performance for any game in nvidia control panel :)

My 2060 is the same. There is no need to worry too much about this. 40w is not very high.
