RX 580 BIOS Problem

I have an XFX GTS BLK ED RX 580 8GB OC+ 1425M D5 BP that I got used. It was giving me problems, so I flashed what I think is the stock BIOS: https://www.techpowerup.com/vgabios/192614/xfx-rx580-8192-170412. But after doing so, Windows will not start. It gets to the Windows loading screen, the spinner spins for a few seconds, and then the screen goes black. The computer stays on, and I have to hold down the power button in order to turn it off. The GPU has a dual BIOS switch, and Windows boots fine when I flip the switch to the other BIOS. I have tried re-flashing the BIOS several times, by booting with the switch on the good BIOS and flipping it before flashing. but I get the same result. The computer will boot into Ubuntu Server with the bad BIOS, and lshw detects the GPU, but clinfo does not.

Did I use the wrong BIOS? If not, then it seems to me that it must be a hardware issue that is somehow only affecting the one BIOS slot, since the other BIOS works fine.

UPDATE: I saved the good BIOS to a file and flashed it on the bad side, and now both BIOS are functioning, indicating that it is not a hardware issue, so maybe I just used the wrong BIOS. Can anyone confirm that I was using the wrong BIOS and/or provide me with the right one? Any help would be greatly appreciated.

Considering the picture you put from GPU-z , that confirm exact model ID and subID, also having the correct memory chip on your card, i put below the BIOS for your card.

@impero Thank you for the reply. I will try those BIOS and see what results I get. May I ask what you are basing the choice of BIOS on exactly? Because if I'm not mistaken the BIOS that I linked to also matches the Device ID, and it is labeled "GTS Black", which seems to match the white sticker on the back of the card.
 
There are a number of factors that the flashing program try to match with your card.
1st of all it compares the actual BIOS that is written in your card with the one you try to flash.
On many occasion i noticed a lot of video cards that had BIOS-es even from other manufacturer which were forced flashed.
The point is : that BIOS (in my opinion) should meet the following criteria : Chip (in our case RX580) - Memory Chip (in our case Samsung) , quantity of memory (in our case 8gb) and frequency .
Let's wait until you flash your card to see which BIOS from those 2 is the best for your card
