Ryzen 5 2600 core clock jumps unusually high

hello people, i have a problem.
My ryzen 5 2600 core clock jumps unusually high on stock settings, sometimes during the game (mostly play cg go) or just browsing.
Sometimes it happens screen freeze and the black screen and I must restart pc.

I did system satbility test with aida 64 CPU, FPU, CACHE,SYSTEM MEM AND GPU together except local disc and everything worked without a hitch. I did a stress test with Prime 95 for one hour and there was no instability .
I installed all the drivers again and still the same thing happens, my memory was on the xmp profile 2- 3200 mhz I put it on the profile 1 -2933 mhz and still the same.
my configuration is
Motherboard: B450 tomahawk max
CPU: Ryzen 5 2600
RAM: Kingston ddr4 16 3200MHz (2x8) HyperX Fury
GPU : Sapphire nitro+ RX 5500 XT 8G GDDR6 SE
PSU : MWE GOLD 750 W 80 Plus gold
SSD : 240GB CRUCIAL BX500 3D NAND SATA SSD
HDD:Toshiba HDWD110 1 TB
will it help if I reinstall the system ? I do not know what to do.

fundamentally broken drivers from AMD
That's what I thought of for black screen and freezing , but what affect to CPU
core clock jump high ? That is my main concern.

PBO/XFR?

if i remember correctly the boost should be 3.9.

yes boost should be 3.9
my settings in BIOS are default except xmp profile set to profile 1- 2933MHz ( I'm not much of an expert in BIOS settings so I don't know if they are PBO/XFR or what they are )

It would be a miracle if it would be stable with those clocks. Mine oc'd manually to 4.15 and I had custom water loop. :D

Obviously there's something wrong in BIOS and just XMP should'nt affect that. Are the CPU multiplier etc at auto?
