shorting out indications

hello,

as the title describes itself..
how to tell if pc ir shorting out?
does black screen no signal while fans are running could be this indication?

There is no way to answer that because it all depends on what voltage is shorting out, and where it is happening.

Could be but could also be a component "opened" and not "shorted". I would start at the power supply (is this issue related to this thread?) and swap in a known good spare.

Note too that many graphics cards require 1 or 2 extra power connections directly from the power supply.
