First of all see my system under load (%50-%60 CPU, %80-%90GPU):
i7 9750H: 4100-4250MHz, Consumed power: 35W-45W
GTX1650 Mobile: Clock speed: 1700-1800MHz, Memory Speed: 4000MHz, Consumed power: 50W (stable)
Temperature values are like:
CPU: 82 deg (stable)
GPU: 70 deg (stable)
Above condition is measured with MSI Afterburner. And it is measured when I play God of War at low resolution but 60FPS fixed. I'm also playing RDR2 at medium settings and FHD resolution but not a stable frame rate, it is around 45FPS.

For determination of what to do, what is your suggestions? Should I over clock my system? or Should I under volt my system? You can make comment on both CPU and GPU OC.
I'd seen some videos and posts for my system and they are most likely; CPU has bottleneck. My motherboard does not support for high speed RAM so that if I have upgrade my system 16x2 GB 2666MHz RAM does it increase my performance %10? I'm waiting for your recommendations. If you wanna see some test bench result, please offer me some tests.
NOT: I know single player games most likely GPU based games, but sometimes I'm using my pc for CPU based application also.
