Some problems with throttlestop on windows 11

I have a laptop with a i5 12450H that has some serious heat issues and i sue throttlestop to decrease them. This laptop has a locked BIOS or something and i cannot do undervolt, but i still used throttlestop to put a limit on CPU frequency wich helped so far on windows 10, but i had to update to windows 11 and that process dont take effect anymore. I was using the speed shift option to put a limit on the frequency and nothing more but now that dont work, so i tried searching for another fixes. I locked the frequency using a regedit to unlock a option on Energy Settings, but that dont feel quite right and i might losing performance, and now i tried using the turbo power limits on throttlestop and it worked to reduce the frequency and the heat but i get a warning on PL2 and PL1 after sometime and i know that means throtling but i dont quite understand how to fix that. i would like to know if i missing something and if i can fix the speedshift issue with w11.

If you lower the turbo power limits then you are going to see PL1 and PL2 power limit throttling in Limit Reasons. This is not a problem if it helps your CPU run at a lower temperature. More power equals more heat. Less power equals less heat and less performance.

Try using the Windows High Performance power plan if you want to use the Speed Shift Max function in ThrottleStop. The High Performance power plan might allow ThrottleStop and Windows 11 to get along better.
