To bypass power limit you will need to roll back card bios.
Download flash files from driver version 101.5333.
Main firmware file is dg2_gfx_fwupdate_SOC2.bin (DG02_2.2353)
Oprom Code file is DG2 dg2_c_oprom.rom (14 00 2C 04 00 00 00 00)
No need to flash Oprom Data, Sparkle card looks like sharing it with other manufacturers.
Just flash that two files. Flashing process described Nothing difficult just few clicks.
Now you can trick the card with Acer Predator Bifrost program.

Card state on latest drivers (with locked power limit to 43 watts):
FW Version: DG02_2.2357
OPROM CODE Version: 14 00 31 04 00 00 00 00
OPROM DATA Version: 14 00 28 04 00 00 00 00

Flashed card (power limit unlockable):
FW Version: DG02_2.2353
OPROM CODE Version: 14 00 2C 04 00 00 00 00
OPROM DATA Version: 14 00 28 04 00 00 00 00

And yes, after each Intel driver update/reinstal your bios will be reupdated to the latest one, so you will need repeat this procedure each time.
Or try to update drivers under Windows bypassing Intel driver installer maybe.
Also possible to replace bios files in the driver distributive:
\ifwi\acm\fwcode\ dg2_gfx_fwupdate_SOC2.bin
\ifwi\acm\opromcode\ dg2_c_oprom.rom

The card can pull 70 watts or more, but temperatures are hot 70+ C not the best cooling system, i recommend to stay at 60 watts, achivable freqs are 2600-2700.
