System abnormally slow during win installation

Hi I recently build a new pc with these components

9800x3d
X870P Asus prime
32gb Kingston fury 6000mhz cl30
7900xt Radeon gpu

but I used the old disks from the previous setup (7900x b570 mb) without doing a fresh install.
The system was very slow at boot (like 15min ) but the first time I was able to load windows and worked just fine. I updated to 24h2 and rebooted but this time the system didn’t boot. It was locked on the Asus motherboard logo at boot. I tried everything, then I decided to make a fresh install because i thought that it was a os issue, but the system was still extremely slow (like an hour for every blu screen of the installation process) running from the bootable usb, so slow that I restarted multiple times thinking of a freeze. I noticed that was only extremely slow and not freezes when I left for like 4 hours and found some of the installation screens fully loaded.

I tried multiple ports. I changed usb keys. Used an nvme. I also made a new usb bootable with Rufus and the Iso file and not the media creation tool from ms store.

I was in despair so i removed the old disk (an nvme from Kingston fury pcie 4.0 and installed a new one (Samsung nvme 990 pro ) But same issue.
So I reinstalled the old disk with the win11 installation and left the entire day on the booting screen and at the return I found the pc doing a “correction” and booting. The system worked normally but at the reboot the same issue. Hours on the boot Asus logo

don’t know what to do. Please help!

Do a clear cmos first, no drives attached at all, let the system boot up to post screen only

Referring to using EXPO by chance? If so I never figured that out. I use whatever automated config to enable it in bios and during every boot it turns on, shuts off, does its weird thing for 15-20 seconds.. boots again and finally starts like normal almost like what you would expect after putting in a different ram config but EVERY time.

I'm going off relayed experiences of 30 minute memory training. Not a one and done either. I did wonder if they kept interrupting this. Which had the effect of forcing BIOS to take more drastic measures.

Yes I’m aware of the memory training issue, but should not affect the windows installation, only the post time, right ? On my other pcs is only affecting the reboot time (and sometimes not booting or restarting at all )

Knowing the issue, I didn’t activate expo, and left anything to auto

Fair enough.

Patriot low level flash tool on flash drive then load OS again might prove helpful. Wouldn't hurt to reseat the RAM and do a full CR32 out clear CMOS beforehand.
When things get weird PSU/cables are always suspect.
Maybe someone with a bit more experience on AMD will take the ball.
