t480 i7 pl1, pl2, and edp other throttling how to solve?

i have a i7-8550u + mx150 version of the t480 and its throttling on pl1, pl2, and on edp other.
how can i fix this?
i did not touch any other settings other than modifying the offset voltage for cpu cache and core

how can i fix this?
The 8550U has a 15W TDP power rating. It was designed by Intel to be a low power CPU which means it was designed to power limit throttle.

It looks like Power Limit 4 in the TPL window is locked to a value of 71. You can try clearing the Lock box for this setting. Press OK, exit ThrottleStop and reboot. When your computer starts back up, have a look in the TPL window. Is the yellow lock icon still visible beside Power Limit 4? If the BIOS has locked this then leave it as is. If there is no yellow lock icon then set Power Limit 4 to a value of 0. I am guessing that the BIOS has locked this setting which means there is no way to fix the EDP OTHER throttling problem.

Check the MMIO Lock box in the TPL window, clear the Disable Controls check box and increase the MSR power limits. Instead of 25W and 29W, try using 35W or 40W for both. You might be able to fix the PL1 and PL2 power limit throttling but if Power Limit 4 is locked, you will not be much further ahead.

Avoid laptops with low power U series processors. They were not designed for consistent performance when heavily loaded.
