Textures loading slow in i7 12700K 3070

its not a LOD because I'm 1 meter away from Object and he disappear.
If this is LOD how can I increase the LOD distance?
Because the existence of objects out of nothing is very irritating to me.

also in highest settings, screen ms between 80-90
in lowest settings , between 30-40
i bought pc before 6-7 months ago,
I can send the parts under warranty except the graphics card.
