Thermal throttling Lenovo LOQ i5-13420H

I been reading, and I know that there is no way to undervolt, so that's out.
My other option is limiting the power, since it reaches 99°c, using 75W aprox.
I'm just curious if I can just limit the temp to 85-90°c using the PROCHOT Offset, or It's better to limit the power to 48W which gives me aprox 85-90°c while gaming?
Do I limit the power or limit the temp or doesn't matter?, mostly because the base speed of my cpu it's 2.1Ghz and the turbo it's up to 4.6Ghz

Your laptop is running as it was designed to run. HOT!

You can limit its maximum temperature by increasing the PROCHOT Offset value or you can lower the turbo power limits. It should not matter which method you choose.
