Throttle stop core utilization.

In the throttlestop limit window, I see the utilization under core constantly blink red. I'm not exactly sure what it means but i've noticed a significant amount in input delay in games. When I turn my computer on and play for the first 5 minutes, hit registration is perfect but after some time, my crosshair feels super sluggish and input delayed.

Also, in the throttlestop limit window, I sometimes see EDP Current popup under core and GPU. I'm not sure if it has anything to do with my PSU or if my computer is getting enough power. It is a HP Z-book i7-4900 MQ with base speed of 2.8ghz.

I attached the log file, and pictures of each of the throttlestop windows. Any help would be appreciated.

See if this can help
There is definitely some good advice in that thread.

In the TPL window, clear the Sync MMIO box and check the MMIO Lock box which is near the top right corner of this window.

For EDP issues, try setting the Current Limit to a value of 0. This tells the CPU to ignore this limit.

Use ThrottleStop 9.5 and try setting the core and cache to a negative offset undervolt of about -50 mV each. This can help reduce heat and is usually 100% stable. If you suddenly start having any random BSOD issues then you will need to reduce the amount of this undervolt. I have never done any hands on testing of a 4900MQ so I am not sure what is possible. If you are 100% stable for a few days with no random crashes, try increasing the amount of your undervolt further. Reducing the voltage might allow you to increase all of the turbo ratios to 35 or 36 without overheating.

Setting the Non Turbo Ratio in the FIVR window to a value of 1 tells my 4700MQ to run at max speed. I like that.
