they changed the thermal paste
You need to change the thermal paste. Do not use a shop to do this or else you will have no idea if they did a proper job or not and you will not know what paste they used.

Honeywell PTM 7950 works well on laptop CPUs. Many other pastes work quite poorly. Lots of thermal paste tests on the internet are always done using desktop CPUs. The best desktop CPU paste can be horrible when used in a laptop. The nearest shop is going to use whatever thermal paste they have available. A convenient paste is hardly ever the best paste.

Your CPU has a 45W TDP rating. When you set PL1 to only 35W, that will reduce heat but it is also reducing performance. Stop screwing around. Fix the thermal problem.

The only problem I encountered with the Honeywell PTM7950 was knowing where to buy the originals. Do you know of any reliable websites?
Regards.
