Top 3 games that will get me the least average fps maxed out at 1080p with rtx 4080?

The Last of Us Part 1 and Horizon Forbidden West get lower fps at 1080p than Cyberpunk, could use those. Restricting it to at least pretty good games that is.

That's like... the second or third most fastest graphics card, right? And you're asking about 1080p?
I think you'd be looking some sort of scenario with CPU heavy, modded, and/or optimized games pushed to the extreme if you want to see the worst with such a fast GPU at a low resolution.
One example I could give would be to take Minecraft Java with OptiFine, the most demanding shaders you can find, the highest resolution resource pack you can find, and use a render distance of 64 chunks (hence OptiFine over Sodium, unless that can do higher than 32 chunks now?), and start a brand new world in creative, and start "run flying" into a direction to generate fresh terrain.
Enjoy the "experience". There's enough people showing what happen to RTX 3090, 4090, etc. with this that even lesser conditions than I just described will make such graphics cards crawl, and not even because they are CPU limited. Shaders (and resource packs) can get that demanding. The "ray tracing" or "path tracing" ones especially, because from what I know, they don't (and can't easily?) use the actual tensor/ray tracing cores, so they have to brute force it with rasterization. I might be wrong on that detail, but they're able to be incredibly demanding regardless.
So Minecraft would unironically be up there. Probably other stuff like that with CPU heavy or mod heavy games in intentionally pushed conditions.
If not, then I'd say whatever is the most "RTX for the sake of being RTX, performance be darned" versions of games would probably be up there.

Something that makes heavy use of RT, such as Avatar: Frontiers of Pandora, or is bottlenecked by a single CPU thread, like Baldur's Gate 3. Or try a badly optimized game, e.g. Cities: Skylines II

People are freaking out over Half Life white sands or whatever.
The RTX remix version of Half Life 2 is coming and you'll probably need a 4090 to run it at 1080p so I guess that could be put on the list to try once it's released likely decades prior to HL3
