Undervolt: Thermal Throttling because of E-cores? 14900HX

System is a Legion 7iPro laptop 14900hx/rtx4090 with 32gb ram. I'm new to this and have been reading undervolt threads here along with watching tutorial videos on HWinfo64/TS. Doing a Cinebench test in unaltered performance mode I get about 28600-29860. While running this test, or playing star citizen, I get thermal throttling when all cores are 74-90C, most mid 80's except for E-cores 12-15 that are hitting 99-100C within 7 seconds. HWinfo64 says Ecores 12-15 are thermal throttling between 48-51% during these tests. Undervolting I can only go to these settings (see below) before BSOD. This results in cinebench scores of about 31.5k before it drops back down to 29k after a 3-5 consecutive tests. During UV Cinebench I'll get 5200-5400MHZ briefly before it thermal throttles back to 3953-4233MHz.
CPU- -85mv,
P cache- -32mv
SA- -25mv
E cache- -35mV

Doing the 960M test on TS those 4 cores jump to 100C in 3 seconds or less after the CPU has cooled for 10 minutes.
Limit reasons: Core/Ring- Thermal EDP other, Core: TVB and eventually PL1 the longer the cinebench test runs.
BD PROCHOT is set at 97C (per limits box when running), greyed out, not messing with the BIOS.

Am I doing something incorrect? Aren't P cores supposed to throttle/overtemp before e cores? Any help would be greatly appreciated in bringing these E core temps down.
