Urgent Help Needed: Unusual GPU Fan Behavior with RX 580 8GB ASUS Dual OC – Seeking Troubleshooting Tips!

hello,
i have a problem with my gpu and this website is my last hope
i have rx 580 8GO asus dual OC
my gpu fans works on 2500 rpm and sometimes jump to 800 or even 0 no matter what the gpu temp is , and can't be controllable
-tried MSI after burner
-tried amd adrenaline
-tried to reset the elctric cycle by pressing the power button for 10 s when the pc unpluged yet the fans spinning on 2500 rpm most of the time
-tried to reinstall windows
-tried it on my friend pc

-when i tried to change bios it says
yet couldn't find the soulution
this is my pc specs :

• cpu : ryzen 5 4650g
• mb: gigabyte b450M H
• ram : 16gb adata
• gpu : rx 580 8GO asus dual OC

Hello.
What's the story behind this card ?
You bought it new ?
Or it was bought Second hand from another user?
And why you think flashing BIOS would help?
If the card have the original BIOS in it then it's not a problem linked to BIOS.

On the other hand we need more pictures:
- one with GPU-z > advanced tab > dropdown menu and choose memory timings
- one with labels from the card
