How full is the external SSD? And is this write or read speed?

Then it seems to be a USB negotiation issue. Have you tried with a different cable?
Does this happen if you use the ports at the rear of your motherboard?

So you're saying that those ports were fast at one time, but have now somehow slowed down ?

If that's the case, then I would suspect something is wonky with either the cable, or the external drive's bridge chip(s), which are always finicky & notorious for slowing down as they age....

1st inkling: Bad Cable.

I had a 'nice' 6ft USB-C to USB-C plugged into the back of my case for my Smartphones and USB-NVME adapter. Up until about this last reinstall, I would get very acceptable USB 3.2 speeds.
Suddenly the other day, it's not going faster than USB2.0 speeds.
Went through the rigmarole of chipset driver reinstall, UEFI settings check, etc.
When I finally tried a short USB-C USB-A 3.x cable on my front USB3 port, speeds returned.

Ordered a couple cheap C-C cables off Amazon, and speeds are back to expectation.

Don't mention USB C cables; how I suffered recently :)

USB C to USB A hub | TechPowerUp Forums
Yup. As you painfully discovered, there's not only a lot of 'fast and loose' going on w/ USB-IF standards
and, there's multiple configurations within those standards.

It's all too easy to buy a C-to-C cable, and find out it's a 'fast 5V charge' non-USB-PD USB2.0 spec cable.
USB-IF certified brands are probably best, but any cable actively advertising Thunderbolt 3/4 compatibility should reliably work with USB 3.2 speeds.
If it doesn't, it's pretty easy to get a refund (on amazon/in-BnM store)

My problem was to keep $10 hubs in service, while a $40 hub came with the right cable, so price was a constraint.

These little projects are a welcome distraction from work which would otherwise drive me crazy.
