If anything those bios you showed. I would make sure to download both and reflash the card, but Id seek @MrGenius Help or even talk on gamersnexus about it.

Could you modd me a vBios with a base clock to like 1430 base to 1730
You can't mod a Vega BIOS. But you can do a SoftPowerPlay mod. I made you one for 1730 core OC, 999 watt 999 amp +/- 300% power limit, and 95°C temp limits. Just click on it to add it to your registry. It needs reinstalled every time you change drivers(since installing drivers deletes it). To uninstall it you can also use DDU, or manually delete it from the registry @ HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4d36e968-e325-11ce-bfc1-08002be10318}\0000\PP_PhmSoftPowerPlayTable. If you want to tweak it yourself...here's your homework.

EDIT: Make sure you restart your PC, or just restart the graphics driver(like with the restart app from CRU), after applying it. It won't work until you do that first.

Thanks I will try and see how it goes, Oh by the way do you have idea or way to apply the same concept to Mojave Mac OS

I did ran the registry file and ran a super position benchmark and it ran the test but the all process was blurry and scramble image forgot to record the p states on GPU-z
