VMAX and EDP Other throttling on i5 14600k

I have an issue for a newly build system (i5 14600k on a ASUS Prime Z790M-P)
When I do cpu benchmark w R23 the multiplier of the P-core drops.
If I keep it at standard 5300mhz it will drop to 5200mhz when the cores hit 100%
After the high load the cores will go up to 5300mhz during idle.
In single core test it remains 5300mhz

I have tried to increase the P-core multiplier to both x54 and x55 (sync all cores).
The same result. During idle CPU will run 5400mhz or 5500 mhz (in CPU-z). If run a R23 benchmark it will instantly drop to 5000mhz or 5100 mhz.

In Throttlstop I get constant red limit for Core: V MAX and RIng: EDP Other during the multi core benchmark test.

I have made an undervolt setup in the bios in order to reduce the temp of the CPU. Cores were up to 95c at full load.
After the BIOS undervolt changes max temp is below 70c.
I was getting Cinebench scores just below 22.000 before the undervolt settings. Now I am getting 24.000

The bios settings I have made are:
  • XMP I (for the RAM)
  • Fixed core voltage to 1.20
  • Disabled IA CEP
  • Disabled SA CEP
If I had the CEPs enabled my R23 score dropped to around 10.000
Furthermore I have maxed out my PL1, PL2 & IccMax.

Any advice on what I should do to fix the throttling?

I removed the Vmax tick.
System chrashed during R23 multicore.
Added it back. Now benchmark i running. Same throttle issues

Disable Undervolt Protection in the BIOS.

System chrashed
My computer does not crash when V Max is disabled. That box has to be clear to fix the throttling issue. Adjust the CPU voltage until you are stable.

Increase Power Limit 4 to the max.

I have disabled Undervolt protection in BIOS
I have increased the PL4 to max.
If I disable V Max stress i can run TS Bench 20 threads 960M without any throttling.
But as soon as I start R23 multicore bench, it chrashes in 1 sec./blue screen.

Should I increase or decrease the CPU voltage to avoid crash?
