can you mix match? The RTX 4070 super is the better performing GPU over a regular RTX4070 so it looks like option #1
typically I would go with a CWT PSU over a great wall but neither is "great" and rather OK in performance. The extra 100w isn't worth the slower video card unless like I said you can swap them out.
