Its a CPU Water cooling Block and unless you have access to engineering equipment and know how to use said equipment your not going to be able to make one

Looks to be an Intel version of a MIPS IceForce HF CPU block with Intel hardware on it. Have seen it with an AMD top plate too. Dates seem to stem from 2013, I do not see listings currently for it. Or maybe I read it wrong and you need copper, Steel, POM, along with a serious set of machines!

When I was looking at other forum for extreme cooling some individual used their swimming pool as a huge radiator. Just pump water into the cpu and out into the swimming pool. Those that leave close to the sea use the sea as their radiator lol so technically Earth radiator.

Kind of the old school approach! I used to use a similar system back when watercooling wasn't the business it presently is. Submersible pump in a 50 gallon drum of (mostly) distilled water sitting outside the house - with tubing running from the drum and up through the floor alongside the telephone line to the computer.
