You are only .07v out of ATX2.0 spec. I highly doubt your motherboard, cpu, or gpu would be damaged because they have their own regulation. I had a psu pop a harddrive once but it was caused by a piece of metal that got into the supply. The output rails of a psu typically have a coupled output inductor that is used to inductively couple the 5v and 12v rails. What this means is if the 5v is close to where it should be the 12v isn't far behind.

Motherboard-based voltage monitoring has a/d converters to sample the voltages and convert it to a digital value to be read by software. I find them highly inaccurate in almost all cases. A voltmeter will give you your answer.

Distribute the load on power cables better. Hooking up all the power hungry components on one cable (on one that is coming from the PSU directly) is not a good idea.
Auto power distribution should work among different rails, but i don't trust that all that much.

Nothing looks wrong with your PSU, but the way you connect your components.
Looks like the +12V3 has no load.

Thanks for the information. I check the voltage from BIOS , +12V is arround 11.98 , Maybe that's the software problem hehe....

According to the spec, the +12V3 is connected to mainboard. i think it has load.

in early time, the P-Tuner doesn't give such a surprise indicator.

anyway, if it really doesn't have load, could it damage my hardware (psu, mobo, ext.) in long term?

If I were you I'd just check voltages in bios. if they read fine then go on with your life. If youre really worried, borrow a psu from a colleague or get a volt meter and check true voltages.

i've check the voltage from BIOS, everything looks just fine.
so bad i don't have a volt meter :(

but i think the information from BIOS will be more accurate than the software, right?
