Huh?

It is my understanding there is some consideration for creating a dedicated PSU forum on this site to discuss PSU technologies, designs, and models. However "troubleshooting" potential power and PSU problems still fit nicely into and are welcome in this General Hardware forum.

simply buy the fsp hydro ti+, done. no need for reviews, lol.
or hardware busters… (hwbusters . com ) great site, but you can get overwhelmed by the sheer amount of specs reported.

To the OP: whilst we certainly don't have any PSU exclusive subforum here feel free to ask anything on General Hardware. Would've been nice to have a PSU dedicated one, sure.

actually the hydro+ ti is “fanless” on eco mode. the fan does not spin below about 500w.

Fanless and zero Rpm are completely different things. Saying incorrect terminology is a horrible way to advertise an item y'know.
