Those Windows graphs report CPU Utilization. That is not the same as C0% and it is not the same as CPU Usage. The higher percentage of turbo boost an Intel CPU uses compared to its base frequency, the more inflated that graphed data becomes.
I can not think of any situation where Utilization data is relevant to anything. Most users assume this is Usage data but it is definitely not. Useless information would be a better term for Utilization data.
The Windows 10 graphs are exactly the same. Glad to see that someone finally noticed this issue. I have mentioned this in various forums but this issue was mostly ignored. In Windows 10, the Task Manager Details tab reports CPU Usage which is similar to the C0% data that ThrottleStop reports.

Edit - Here is the comparison I did a long time ago.
When Turbo Boost is disabled, the 10850K has a base frequency of 3600 MHz. When running this CPU at 5200 MHz, the Utilization data scales up the usage data by an equal percentage.
(5200 MHz / 3600 MHz) X 50.2 = 72.5% Utilization
An interesting number but ultimately, useless information. Tell everyone that will listen, Utilization is not Usage!
