Will Seasonic GX-650W gold+ be enough for RTX 4070 Ti Super

I was wondering if GX-650 80+Gold will be able to power this specs currently running RTX 2060 Super!

Absolutely, I ran my 7900xtx on the GX-650 for months without an issue in a system very similar to yours (see the specs in my profile).

The 7900xtx is more demanding in terms of power than a 4070TIS. The Gigabyte model can spike up to 360 W according to TPU tests, which leaves you about 300 W for the rest of your system:
