XFX will use that board for a variety of different SKUs, ranging from 10GB RX 6700 models all the way up to flagship 12GB RX 7600XT MERC models. Not every rectangle printed on the PCB is supposed to have a component in it. Only XFX themselves can tell you for sure, so email them if you're concerned.
IMO, if it's working fine then don't worry about it.
If it's faulty and in-warranty then RMA it,
If it's faulty and out-of-warranty, source the capacitor and repair it.
I mean, if you have the 10GB card, then one of the six GDDR6 pads is unpopulated, perhaps the capacitor that's missing is the way the GPU knows which pad is unpopulated? Many functions with CPUs and GPUs are handled by SMT capacitors. In the old days, you used to be able to change the model of CPU you had by bridging solder pads (like the one you've highlighted) with a graphite pencil.
